2, but you should come up with a combo building 1 that has shops and apartments together, also the need for grain is so massive its extremely hard to keep up production, and maybe being able to build parks and lakes or rivers would be nice to help bring in business ratings to home ratings
various parks and other amusement/entertainment buildings are planned as booster buildings for it's surrounding area but are not currently priority.

Is that a swimming pool on the top deck of #1? I like #1 overall the best but I like the street & vehicles attachment of #2. We should be able to mix & match.
